Request Build Saving

Hello everybody!
I saw that there is an app on overwolf for saving the builds but it seems it doesn’t work anymore with the new traits and so on http://store.overwolf.com/app/GW2-Build-Saver.
It seems though that it would be possible to create an external app that takes care of saving builds, so, I have to say that I don’t understand enough about programming but I am willing to learn how to do it to help in the development of this app, is there anyone who is interested in trying to create this app or help me out figuring out how to do it?

Any good tutorial about it? Books to study and so on?
